For the littoral states, the Cooperative Mechanism provides an opportunity to engage user states, the shipping industry and other stakeholders to participate and share the responsibility of maintaining and enhancing the safety of navigation and protection of the marine environment in the Straits.

For the user States, shipping industry and other stakeholders, the Cooperative Mechanism provides an opportunity for them to cooperate, contribute and play a role in maintaining and enhancing the safety of navigation and protection of the marine environment in the Straits.
